Global Tech Chamber of Commerce (GTCC) mission is to develop a pipeline for workforce development in Nevada’s Technology and Innovation industries to shift into a future of inclusive and sustainable employment with the re-skilled and up-skilled professionals of tomorrow.
The value proposition of the Global Tech Chamber of Commerce is to connect and engage Nevada-based technology and innovation industries with rural communities that have reskilled, low-skilled, displaced workers, and emerging professionals that want to enter or return to Nevada’s workforce.

GTCC Rural Workforce Academy
Rural communities in Nevada are defined as Nevada counties with a 20-year projected population growth of less than 50,000 – 62,000 residents according to the Nevada Department of Taxation report on projected population growth of rural counties in Nevada from 2021–2041.
GTCC Rural Workforce Academy will connect and engage Nevada-based technology and innovation industries with rural communities that have reskilled, low-skilled, displaced workers, and emerging professionals that want to enter or return to Nevada’s workforce.
GTCC Rural Workforce Academy could increase job creation and workforce development in technology and innovation industries for veterans and residents in Nevada rural communities.
Nevada’s Innovation Economy
Nevada Governor’s Office of Economic Development Annual Report 2022 states, an innovation economy transforms new ideas of products or processes, newly developed technologies into new jobs and businesses, fosters entrepreneurship, increases access to critical resources, and ensures economic prosperity and opportunity for all residents, both today and for future generations.
The Global Tech Chamber of Commerce could serve as a liaison that connects rural communities with innovative workforce opportunities to increase access to workforce training and closing rural educational and career attainment gaps.
The 2018 report, Examining the Impact of Technology on Small Business, released by the U.S. Chamber of Commerce Technology Engagement Center recommended policymakers and Tech companies to:
- Invest in programs that increase 21st century digital literacy for the workforce, including job seekers
- Invest in digital tools that benefit Veteran, Women, and Minority-owned Small businesses
- Invest in digital skills training for Small businesses
Founder
Kathleen Taylor stands as a driving force in sustaining and nurturing Nevada's thriving business ecosystem, leveraging over 16 years of experience in entrepreneur and small business development. Her firsthand experience as a former business owner grants her a profound understanding of the intricacies, challenges, and dynamic landscape faced by both startups and established enterprises.
Her impact on Nevada's business growth is palpable through her dedicated involvement with key organizations such as the Nevada Women's Business Center, the National Association of Women Business Owners (NAWBO) Southern Nevada chapter, Women of Global Change Las Vegas chapter, and her contributions to the Nevada Department of Business and Industry. Kathleen's commitment to enhancing the state's business landscape is reflected in her multifaceted engagement across these platforms.
Beyond business development, Kathleen's commitment to leadership extends to governance and statewide systems. Her roles as a legislative and Governor-appointed Commissioner and advisory board member demonstrate her proactive engagement in shaping governance processes across Nevada.
Kathleen is an active advocate within Nevada's business communities, playing a pivotal role in the Armed Forces Chamber of Commerce and co-hosting the Commerce First radio show for the Urban Chamber of Commerce. Through these platforms, she passionately promotes and advocates for the various business resources and services available to uplift and empower Nevada's business landscape.
Her dedication to continuous growth and leadership refinement led Kathleen to complete the prestigious executive leadership course, "Exercising Leadership: Foundational Principles," at Harvard University in 2021. This program further fortified her transformative leadership style, equipping her with advanced organizational leadership principles and practices.
Kathleen Taylor is a distinguished Magna cum laude graduate from Grambling University, holding a Bachelor's degree in Biology, exemplifying her academic excellence and intellectual prowess.
With her multifaceted expertise, unwavering commitment to business growth, and proactive involvement in governance and leadership, Kathleen Taylor remains a catalyst for positive change and growth within Nevada's business and governance spheres.
